Language Resources
Briefly describe the level and availability of expertise in your community for the following:
- Multi-media and technological resources
- Tribally controlled education systems or Indian education programs
- Reference materials, such as dictionaries, orthography, transcriptions, language text, and literature
- Advisors on language use, pronunciation, dialect, male/female speech, and new words
The following information describes the Grotto Foundation's evaluation and reporting requirements for grantees. Grantees should be prepared to utilize the following outcomes for evaluation and reporting on their language revitalization projects. Mid-year and final reports are required.
Grantees receiving funding under Priority I: Promising Indigenous Language Revitalization ? Implementation Focus must report on evaluation measures listed under both
OUTCOME 1: Intergenerational language fluency, and
OUTCOME 2: Positive language environments.
Grantees receiving funding under any other priority area ? Priority 1: Promising indigenous language revitalization ? Planning Focus; Priority 2: Language curriculum, instruction and technological resource development; Priority 3: community organizing and advocacy; or Priority 4: Special Projects) ? must report only on evaluation measures listed under OUTCOME 2: Positive language environments.
Outcome 1
Intergenerational Native language fluency within Native families and communities
Evaluation measures:
Grantees will be asked to submit information on:
- Language/dialect
- Number of fluent speakers
- Distribution of first ? and second-language speakers
- Mean age of fluent speakers
- Gender distribution
- Degree of speaking competence among targeted learners, i.e., Passive, Symbolic, Functional, Fluent, Creative
Outcome 2
Positive Native language environments: communities, resources, programs, policies, and practices that support and nurture Native language revitalization and usage
Evaluation measures:
Grantees will be asked to submit information on:
- Inventory of community language resources, programs, materials, or partnerships
- Policy or practice changes
- Integration of Native language into daily life and functions of the family and community, noted changes in hearing language, oral or written language expression.
The process and methods used are as important as the outcomes themselves. Programs seeking support from the Grotto Foundation will be asked to describe their language revitalization methods, how activities were carried out and by whom, how language proficiency is assessed, and participant feedback.
